On 14th May, 2013 the Nigerian Electricity Regulatory Commission (NERC) made an Order directing all the Electricity Distribution Companies (Discos) in Nigeria to commence the implementation of a new metering scheme called Credited Advance Payment for Metering Implementation (CAPMI). The declared objective of the scheme is the reduction of the huge number of un-metered customers, the elimination of the abuse of estimated billing, the reduction of commercial losses, and the improvement of revenue collection.
Under the scheme, willing customers can make an advance payment for the purchase of meters, and will be refunded through a reduction in the fixed charge element in their bill over time. Upon the payment, the Disco shall ensure that the meter is procured and installed within a maximum period of 45 days from the date of the payment.
All the Discos are required to continue to implement the CAPMI scheme until such a time when the core investors will take over the Discos and begin to fully implement their respective metering plans.
Going forward, NERC published names of companies as NERC’s accredited vendors and/installers under the CAPMI scheme.
